The 33rd ICSW Global Conference on Social Welfare was held in the City of Tours (France) in 2008 (June 30-July 4) and was attended by more than 600 people from 75 countries. This "Davos summit" on social welfare covered a wide range of issues and cases, making it impossible to summarise them all and unfair to choose any one view. The French Committee for Social Development and Action (CFADS - Comité français pour l'action et le développement social) therefore chose to produce a book with chapters by different authors who have analysed key subjects presented at the conference. No attempt has been made to be exhaustive ; the authors have signed their contributions and included their own input and angles, casting light on different presentations made at the conference. The chapter by Christian Rouet covers the wide range and different capacities of welfare policies around the world ; Eric Parpailion has focused on welfare policy innovations in both "the North" and "the South ;" Gérard Schaefer has expiored the practice of "workfare" around the world ; and Blandine Destremau has highlighted the ambiguous relationship between human rights and social rights, showing that they do not necessarily form an ideal partnership. The work reported here also incentive for further study of social welfare in a globalised world.

La 33e conférence mondiale du Conseil international d'action sociale a rassemblé à Tours, du 30 juin au 4 juillet 2008, plus de 600 participants venus de 75 pays. De ce Davos du social", il est évidemment impossible de retenir une synthèse et délicat de privilégier tel ou tel écho. C'est pourquoi le comité français (Comité national d'action sociale, CNAS) a choisi de rassembler, en quelques chapitres, des analyses personnalisées sur certains thèmes majeurs de la conférence. Nulle prétention ici à l'exhaustivité. Les auteurs signent leur propos et apportent, chacun à sa manière, un éclairage ou une perspective aux interventions de la conférence. Le texte de Christian Rollet rend perceptible la diversité et la richesse des politiques sociales à travers le monde. Eric Parpaillon met l'accent sur les innovations de ces politiques, au Nord comme au Sud. Gérard Schaefer explore les perspectives internationales en matière de travail social. Enfin Blandine Destremau présente le jeu ambigu entre droits de l'homme et droits sociaux, les premiers n'étant pas nécessairement les meilleurs alliés des seconds. L'ensemble constitue un appel à poursuivre l'étude du social dans la mondialisation.
