While the pandemic has monopolised attention over the past two years, it's far from the only story, as tectonic changes continue on the world stage and the "great transition" picks up pace. As well as the traditional dynamics of international power, torn between US-China bipolarism and the ambitions of old and new regional actors, this Report explores the other major transitions taking place. Firstly, the economic transition of a world deeper and deeper in debt and now seeing the return of state intervention. Secondly, the transition of the democracies and international law, or more precisely, their dual "crisis" in the face of contrasting models. And thirdly, the environmental and digital transitions, which will be key features of the decades to come. Intertwining inextricably with each other, these transitions will shape the major trends in regional politics and, in turn, be shaped by them. That's why Italy and Europe are facing momentous challenges, which the ISPI Report 2022 strives to outline, to equip readers with a compass for a changing world.

Non solo pandemia: anche in questi due anni di emergenza sanitaria lo scenario internazionale ha continuato a evolvere, nel segno di una "grande transizione" che prosegue o, addirittura, accelera. Oltre alle tradizionali dinamiche del potere internazionale, in bilico tra il bipolarismo Usa-Cina e le ambizioni di vecchie e nuove potenze regionali, questo Report esplora le altre grandi transizioni in corso. Quella economica, con un mondo sempre più indebitato e che osserva il ritorno dello Stato. The Mediterranean region has faced a significant number of challenges that have stemmed from turbulent events taking place on its Southern shores: conflicts and instability, the migration crisis, disruptions of regional value chains, souring regional relations, and foreign power interferences that have severely affected the region. The Covid-19 pandemic wreaked havoc on the Southern Mediterranean, but the health crisis had ambiguous effects on the underlying economic, social, and political trends of the region. It has exposed and exacerbated much of the previous sources of tension and, obscured many of them as public attention moved towards facing the public health emergency. Political leadership can be a crucial ingredient for the development of sub-Saharan Africa. The region has been going through important transformations, with both political landscapes and economic trajectories becoming increasingly diverse. The changes underway include the role of leadership and its broader impact. This volume argues that, on the whole, African leaders and the way they reach power generally do contribute to shaping their countries' progresses and achievements. It also zooms in on some influential African leaders who recently emerged in key states across the continent, illustrating and explaining the individual paths that brought them to power while reflecting on the prospects for their governments' actions. Far from the simplistic stereotypes of immovable, ineffective and greedy rulers, the resulting picture reveals dynamic and rapidly evolving political scenarios with key implications for development in the region.

Leaders for a new Africa - Democrats, Autocrats, and Development

Anche nell'ultimo anno si sono moltiplicati i segnali di scomposizione del mondo politico, economico e istituzionale concepito alla fine della Seconda guerra mondiale e definitivamente liberato dalla fine della guerra fredda. Intanto, l'avvento di Donald Trump alla presidenza degli Stati Uniti ha introdotto un'inedita tensione tra gli Usa e l'ordine internazionale da loro stessi prodotto. Più in generale, la crescita della Cina e la rinnovata assertività della Russia sembrano preludere a una nuova fase del riflusso dell'impatto occidentale sul resto del Mondo. Soprattutto, una variegata contestazione di legittimità ha investito lo stesso orientamento liberale dell'ordine post-bipolare, con conseguenze sempre più profonde sulla tenuta del tessuto multilaterale della convivenza internazionale, delle organizzazioni internazionali e persino dell'assetto istituzionale dei singoli stati. Il Rapporto ISPI 2019 s'interroga su questo sconvolgimento, tanto nella dimensione politica quanto in quella economica. La prima parte del volume è dedicata al contesto globale e ai suoi contraccolpi sull'Europa, mentre la seconda si rivolge come di consueto alla politica estera italiana.
