Elle offre également une présentation plus exhaustive des données et des indicateurs de l'équité. Le système de classification internationale en trois catégories, A, B et C (élèves souffrant respectivement de déficiences, de difficultés et de désavantages), mis au point pour la première édition, est maintenu. Cet ouvrage met en lumière les effectifs d'élèves concernés ainsi que le type d'écoles qui les reçoit (écoles spéciales, classes spéciales ou classes ordinaires). Il comprend de nouvelles données sur l'éducation préprimaire, le deuxième cycle de l'enseignement secondaire, et la répartition par sexe. La publication traite aussi du nombre d'élèves par enseignant et des structures d'accueil des élèves. L'analyse repose sur les données à la fois quantitatives et qualitatives communiquées par 28 pays : l'Allemagne, l'Autriche, la Belgique (Communauté , flamande), le Canada (Alberta, Colombie-Britannique, Nouveau-Brunswick, Saskatchewan), la Corée, le Danemark, l'Espagne, les Etats-Unis, la Finlande, la France, la Grèce, la Hongrie, l'Irlande, l'Islande, l'Italie, le Japon, le Luxembourg, le Mexique, la Norvège, La Nouvelle Zélande, les Pays-Bas, la Pologne, le Portugal, la République tchèque, le Royaume-Uni, la Suède, la Suisse et la Turquie.

This report contains the 2014 "Phase 2: Implementation of the Standards in Practice" Global Forum review of Montserrat.

The Global Forum on Transparency and Exchange of Information for Tax Purposes is the multilateral framework within which work in the area of tax transparency and exchange of information is carried out by over 120 jurisdictions which participate in the work of the Global Forum on an equal footing.

The Global Forum is charged with in-depth monitoring and peer review of the implementation of the standards of transparency and exchange of information for tax purposes. These standards are primarily reflected in the 2002 OECD Model Agreement on Exchange of Information on Tax Matters and its commentary, and in Article 26 of the OECD Model Tax Convention on Income and on Capital and its commentary as updated in 2004, which has been incorporated in the UN Model Tax Convention.

The standards provide for international exchange on request of foreseeably relevant information for the administration or enforcement of the domestic tax laws of a requesting party. "Fishing expeditions" are not authorised, but all foreseeably relevant information must be provided, including bank information and information held by fiduciaries, regardless of the existence of a domestic tax interest or the application of a dual criminality standard.

All members of the Global Forum, as well as jurisdictions identified by the Global Forum as relevant to its work, are being reviewed. This process is undertaken in two phases. Phase 1 reviews assess the quality of a jurisdiction's legal and regulatory framework for the exchange of information, while Phase 2 reviews look at the practical implementation of that framework. Some Global Forum members are undergoing combined - Phase 1 plus Phase 2 - reviews. The ultimate goal is to help jurisdictions to effectively implement the international standards of transparency and exchange of information for tax purposes.

The OECD jointly hosted an international workshop in Toronto with the Ontario Brain Institute (OBI) and the Institute of Health Policy, Management and Evaluation. The workshop brought together leading researchers and academics, industry and non-government experts to provide new insights into the opportunities and challenges in making "broad and deep" data a reality - from funding to data standards, to data sharing, to new analytics, to protecting privacy, and to engaging with stakeholders and the public. Government leadership and public-private partnership will be needed to create and sustain big data resources, including financing for data infrastructure and incentives for data sharing.

The publication provides an overview of the disaster risk assessment and financing practices of a broad range of economies relative to guidance elaborated in G20/OECD Framework for Disaster Risk Assessment and Risk Financing. The publications is based on survey responses provided by 29 economies, as well as research undertaken by the OECD and other international organisations, and provides a global overview of the approaches that economies facing various levels of disaster risk and economic development have taken to managing the financial impacts of natural and man-made catastrophes.

Disaster risk financial : a global survey of practices and challenges

This is the latest of the influential series of OECD reports on Innovative Learning Environments. "Learning leadership" is fundamental because it is about setting direction, taking responsibility for putting learning at the centre and keeping it there. This becomes increasingly complex in 21st century settings, calling for innovation and going beyond the heroics of individual leaders. Many need to be involved, bringing in diverse partners at different levels.

This is all explored in this volume. It clarifies the concepts and the dimensions of "learning leadership", relating it to extensive international research and identifying promising strategies to promote it. Specific examples are drawn from Austria, Australia, Canada, Israel, Norway, Singapore, Spain, the United Kingdom and the United States.
