This report contains the 2014 "Phase 2: Implementation of the Standards in Practice" Global Forum review of Costa Rica.
The Global Forum on Transparency and Exchange of Information for Tax Purposes is the multilateral framework within which work in the area of tax transparency and exchange of information is carried out by over 120 jurisdictions which participate in the work of the Global Forum on an equal footing.
The Global Forum is charged with in-depth monitoring and peer review of the implementation of the standards of transparency and exchange of information for tax purposes. These standards are primarily reflected in the 2002 OECD Model Agreement on Exchange of Information on Tax Matters and its commentary, and in Article 26 of the OECD Model Tax Convention on Income and on Capital and its commentary as updated in 2004, which has been incorporated in the UN Model Tax Convention.
The standards provide for international exchange on request of foreseeably relevant information for the administration or enforcement of the domestic tax laws of a requesting party. "Fishing expeditions" are not authorised, but all foreseeably relevant information must be provided, including bank information and information held by fiduciaries, regardless of the existence of a domestic tax interest or the application of a dual criminality standard.
All members of the Global Forum, as well as jurisdictions identified by the Global Forum as relevant to its work, are being reviewed. This process is undertaken in two phases. Phase 1 reviews assess the quality of a jurisdiction's legal and regulatory framework for the exchange of information, while Phase 2 reviews look at the practical implementation of that framework. Some Global Forum members are undergoing combined - Phase 1 plus Phase 2 - reviews. The ultimate goal is to help jurisdictions to effectively implement the international standards of transparency and exchange of information for tax purposes.

New Zealand is among the OECD countries that have been settled by migration. Currently more than a quarter of the New Zealand workforce is foreign-born. Despite being a settlement country, most labour migration is temporary and permanent migration mainly draws from the pool of temporary labour migrants. Current temporary labour migration is equivalent to 3,6% of the workforce, by far the largest figure in the OECD. An elaborate system of labour-market tests and exemptions aims to limit negative impact on the domestic workforce while at the same time responding to employer needs. A large part of temporary flows is into low-skilled jobs with little steering possibilities, and some vigilance is needed. For permanent migration, which is also among the highest in per capita terms among OECD countries, New Zealand operates with target numbers. The country faces difficulties in meeting thes targets, whose value-added in a largely demand-driven system - favoring immigrants with a job offer - is questionable.

La nécessité de répondre à ce type de questions et l'intérêt d'évaluer la qualité des soins de santé figurent au nombre des aspects abordés dans la présente publication. Dans bien des cas, les politiques de santé dépendent de notre capacité d'évaluer précisément la qualité des soins. Les pouvoirs publics veulent appliquer une approche davantage " axée sur le patient ", améliorer la coordination des soins et assurer une rémunération plus élevée aux prestataires qui offrent une meilleure qualité de soins. Cela étant, mesurer la qualité des soins de santé n'est pas sans poser de difficultés. Certains problèmes ont pu être surmontés grâce au projet de l'OCDE sur les indicateurs de qualité des soins de santé mais un grand nombre subsistent. Si les décideurs veulent véritablement disposer de meilleures données sur la qualité des soins, ils doivent améliorer leurs systèmes d'information sur la santé. La présente publication décrit les indicateurs de qualité comparables au plan international qui sont actuellement disponibles et la façon d'établir un lien entre ces indicateurs et l'application de mesures en faveur de la qualité telles que l'agrément, la formulation de recommandations de bonnes pratiques médicales, la rémunération selon la performance, et la mise en oeuvre de programmes nationaux de sécurité et de systèmes d'information sur la qualité.

The Sahara-Sahel has seen recurrent episodes of instability. However, the recent Libyan and Malian crises have intensified the level of violence. These episodes have restructured the geopolitical and geographical dynamics of the region. Cross-border or regional, these contemporary crises require new institutional responses. How can countries sharing this space - Algeria, Libya, Mali, Morocco, Mauritania, Niger, Chad and Tunisia and all related states such as Nigeria - stabilize and develop ? Historically, the Sahara plays an intermediary role between North Africa and sub-Saharan Africa. Commercial and human exchanges are intense and based on social networks that now include trafficking. Understanding their structure, geographical and organizational mobility of criminal groups and migratory movements represents a strategic challenge. This book hopes to address this challenge and stimulate strategies for the Sahel of the European Union, the United Nations, the African Union or ECOWAS (Economic Community of the States of West Africa) in order to foster lasting peace. The Atlas is based on an analysis of mapped regional security issues and development objectives to open the necessary dialogue between regional and international organizations, governments, researchers and local stakeholders tracks.

The large and growing human and financial cost of dementia provides an imperative for policy action. It is already the second largest cause of disability for the over-70s and it costs $645bn per year globally, and ageing populations mean that these costs will grow. There is no cure or effective treatment for dementia, and too often people do not get appropriate health and care services, leading to a poor quality of life. Our failure to tackle these issues provides a compelling illustration of some of today's most pressing policy challenges. We need to rethink our research an innovation model, since progress on dementia has stalled and investment is just a fraction of what it is for other diseases of similar importance and profile. But even then a cure will be decades away, so we need better policies to improve the lives of people living with dementia now. Communities need to adjust to become more accommodating of people with dementia and families who provide informal care must be better supported. Formal care services and care institutions need to promote dignity and independence, while coordination of health and care services must be improved. But there is hope : if we can harness big data we may be able to address the gaps in our knowledge around treatment and care.

Enseignement et formation dans le domaine nucléaire : faut-il s'inquiéter ?

Malgré d'abondantes possibilités d'investissement, la Fédération de Russie a attiré relativement peu d'investissements directs étrangers (IDE) et elle a subi une fuite massive de capitaux. Ce phénomène résulte de restrictions sectorielles à l'encontre de l'investissement étranger ainsi que d'importants facteurs institutionnels qui affectent aussi les entreprises nationales. Depuis dix ans, la Russie a sensiblement amélioré les conditions de l'activité des entreprises, adoptant des lois de protection de la propriété et d'autres droits des investisseurs et mettant en place les institutions nécessaires au fonctionnement d'une économie de marché. La Russie a également signé des conventions sur l'investissement et sur la double imposition avec des pays de l'OCDE ou des pays tiers. En 2002, l'OCDE a publié Fédération de Russie : quel environnement pour l'investissement ? Lois, politiques et institutions. Cette étude formulait des propositions en vue de s'appuyer sur ces évolutions positives et d'améliorer davantage les mesures en faveur de l'investissement étranger. L'examen 2004 des politiques de l'investissement de la Fédération de Russie évalue les progrès accomplis depuis la publication de l'étude de 2001 et propose aux pouvoirs publics des solutions destinées à améliorer davantage l'environnement de l'investissement. Il s'agit notamment d'assouplir les dernières restrictions à l'encontre de l'IDE dans plusieurs secteurs de l'économie, de poursuivre les efforts de simplification des procédures administratives et d'amélioration de leur transparence et de veiller au respect des textes législatifs et réglementaires fédéraux au niveau des administrations infra-fédérales. Cette étude s'inscrit dans le cadre des relations de coopération que l'OCDE entretient avec les économies non membres à travers le monde.

Cette étude a été effectuée selon une approche expérimentale consistant à associer l'analyse des données de PISA et le processus d'examen par les pairs mis en œuvre à l'OCDE, afin de dégager des travaux de PISA des enseignements utiles à l'action gouvernementale, tout en renforçant l'analyse comparative à travers l'examen par les pairs.
