This report proposes a practical, country-based framework for developing good governance indicators for programmes funded by the European Union in Poland. The concepts presented and the challenges discussed are, however, relevant to a wide range of OECD member and non-member countries in the development of indicators-based performance measurement systems.

Fisheries (capture fisheries and aquaculture) supply the world each year with millions of tonnes of fish (including, notably, fish, molluscs and crustaceans). Fisheries as well as ancillary activities also provide livelihoods and income. The fishery sector contributes to development and growth in many countries, playing an important role for food security, poverty reduction, employment and trade.

This publication contains statistics on fisheries from 2005 to 2012. Data provided concern fishing fleet capacity, employment in fisheries, fish landings, aquaculture production, recreational fisheries, government financial transfers, and imports and exports of fish.

OECD Review of Fisheries - Country Statistics 2013

The mobility and fungibility of money makes it possible for multinational groups to achieve favourable tax results by adjusting the amount of debt in a group entity. The recommended approach ensures that an entity's net interest deductions are directly linked to its level of economic activity, based on taxable earnings before deducting net interest expense, depreciation and amortisation (EBITDA). This approach includes three parts : a fixed ratio rule based on a benchmark net interest/EBITDA ratio ; a group ratio rule which allows an entity to deduct more interest expense in certain circumstances based on the position of its worldwide group ; and targeted rules to address specific risks. A country may choose not to introduce the group ratio rule, but in this case it should apply the fixed ratio rule to multinational and domestic groups without improper discrimination.

Global natural gas demand remained weak in 2014, falling well below its ten-year average. High prices for gas in the past two years undermined its competitiveness, bringing to light a harsh reality : in a world of cheap coal and falling costs for renewables, gas has laboured to compete. Although Asia has been regarded as an engine of future gas demand growth, the fuel has struggled to expand its share of the market in many parts of the region. This has raised questions over the viability of gas as an attractive strategic option across Asia. The context for gas markets is changing rapidly, however. Falling oil prices have resulted in much lower gas prices in many parts of the word. As a result, gas demand is enjoying the tailwind of substantial price drops while the upstream sector is suffering amid large capital expenditure cuts. The interaction of these opposing effects on gas markets is examined in the IEA Medium-Term Gas Market Report 2015, which provides a detailed analysis of global demand, supply and trade developments through 2020. The impact on global gas markets of Russia's strategic shift in its gas export policy and the rising tide of liquefied natural gas supplies are given careful consideration. Two special insights also feature in this report. The first analyses the progress Europe has made in strengthening its gas infrastructure since 2010 and the major bottlenecks that still remain in enhancing the security of supply in the region. The second takes a close look at reforms to the gas and electricity sector in Mexico, investigating their impacts on North American gas markets.

Medium-Term Gas Market Report 2015

The Global Forum on Transparency and Exchange of Information for Tax Purposes is the multilateral framework within which work in the area of tax transparency and exchange of information is carried out by 120 jurisdictions, which participate in the Global Forum on an equal footing.

The Global Forum is charged with in-depth monitoring and peer review of the implementation of the international standards of transparency and exchange of information for tax purposes. These standards are primarily reflected in the 2002 OECD Model Agreement on Exchange of Information on Tax Matters and its commentary, and in Article 26 of the OECD Model Tax Convention on Income and on Capital and its commentary as updated in 2004. The standards have also been incorporated into the UN Model Tax Convention.

The standards provide for international exchange on request of foreseeably relevant information for the administration or enforcement of the domestic tax laws of a requesting party. Fishing expeditions are not authorised but all foreseeably relevant information must be provided, including bank information and information held by fiduciaries, regardless of the existence of a domestic tax interest or the application of a dual criminality standard.

All members of the Global Forum, as well as jurisdictions identified by the Global Forum as relevant to its work, are being reviewed. This process is undertaken in two phases. Phase 1 reviews assess the quality of a jurisdiction's legal and regulatory framework for the exchange of information, while Phase 2 reviews look at the practical implementation of that framework. Some Global Forum members are undergoing combined  - Phase 1 and Phase 2 - reviews. The Global Forum has also put in place a process for supplementary reports to follow-up on recommendations, as well as for the ongoing monitoring of jurisdictions following the conclusion of a review. The ultimate goal is to help jurisdictions to effectively implement the international standards of transparency and exchange of information for tax purposes.

All review reports are published once approved by the Global Forum and they thus represent agreed Global Forum reports.

Cet ouvrage est le troisième examen effectué par l'OCDE des performances environnementales du Japon. Les précédents examens ont été publiés en 2002 et 1994. Le programme d'examens environnementaux de l'OCDE propose des évaluations indépendantes des progrès accomplis par les pays eu égard à leurs engagements nationaux et internationaux en matière d'environnement, ainsi que des recommandations orientées vers l'action des pouvoirs publics. La dix-neuvième édition de l'OCDE des Perspectives agricoles, élaborée conjointement pour la neuvième fois avec l'Organisation pour l'alimentation et l'agriculture (FAO), présente des projections à l'horizon 2022 pour les principaux produits agricoles, les biocarburants et les poissons. Il est à noter que le rapport 2013 comprend pour la première fois le coton et un chapitre spécial sur la Chine.

Des coûts plus élevés et une forte demande laissent présager que les prix resteront bien supérieurs aux moyennes historiques avec un risque élevé de volatilité des prix, étant donné le niveau tendu des stocks, un environnement politique variable et l'accroissement des risques de production liés aux conditions climatiques. La Chine devrait demeurer autosuffisante en ce qui concerne les principaux produits alimentaires tout en développant ses échanges et son intégration dans les marchés agricoles mondiaux.
