This report diagnoses the main governance and financing challenges to private sector participation in the water supply and wastewater sector of Tunisia, and provides ways forward to address these challenges. It been developed as part of a water policy dialogue conducted by the OECD jointly with the Global Water Partnership-Mediterranean (GWP-Med) in the context of the project labelled by the Union for the Mediterranean (UfM) "Governance and Financing for the Mediterranean Water Sector", with the support of the FEMIP Trust Fund of the European Investment Bank.

This book contains the 2014 Phase 1 Global Forum Peer Review report for Latvia. The Global Forum on Transparency and Exchange of Information for Tax Purposes is the multilateral framework within which work in the area of tax transparency and exchange of information is carried out by 120 jurisdictions, which participate in the Global Forum on an equal footing. The Global Forum is charged with in-depth monitoring and peer review of the implementation of the international standards of transparency and exchange of information for tax purposes. These standards are primarily reflected in the 2002 OECD Model Agreement on Exchange of Information on Tax Matters and its commentary, and in Article 26 of the OECD Model Tax Convention on Income and on Capital and its commentary as updated in 2004. The standards have also been incorporated into the UN Model Tax Convention. The standards provide for international exchange on request of foreseeably relevant information for the administration or enforcement of the domestic tax laws of a requesting party. Fishing expeditions are not authorised but all foreseeably relevant information must be provided, including bank information and information held by fiduciaries, regardless of the existence of a domestic tax interest or the application of a dual criminality standard. All members of the Global Forum, as well as jurisdictions identified by the Global Forum as relevant to its work, are being reviewed. This process is undertaken in two phases. Phase 1 reviews assess the quality of a jurisdiction’s legal and regulatory framework for the exchange of information, while Phase 2 reviews look at the practical implementation of that framework. Some Global Forum members are undergoing combined – Phase 1 and Phase 2 – reviews. The Global Forum has also put in place a process for supplementary reports to follow-up on recommendations, as well as for the ongoing monitoring of jurisdictions following the conclusion of a review. The ultimate goal is to help jurisdictions to effectively implement the international standards of transparency and exchange of information for tax purposes.

Cette publication présente de nouvelles illustrations de l'influence des migrations internationales en Europe et dans quelques autres pays de l'OCDE sur la population active ; sur les niveaux d'éducation ; et sur l'évolution de la distribution des professions au cours de la dernière décennie. Elle analyse les compétences dont disposent les migrants et la façon dont elles sont utilisées sur la base d'une revue approfondie de la littérature ; et présente de nouvelles analyses des données européennes et américaines, canadiennes et de l'OCDE en général en se basant sur les données de l'Evaluation des compétences des adultes - PIAAC. Enfin, plusieurs chapitres discutent du rôle que les migrations internationales pourraient jouer pour répondre aux besoins de main-d'oeuvre présents et futurs en Europe, aux Etats-Unis et dans l'Union européenne. Ces travaux montrent que si les migrations peuvent contribuer de façon importante à l'accroissement de la population active, leur capacité à contrer les effets du vieillissement de la population dépendra de la capacité des pays à mettre en adéquation les besoins en main-d'oeuvre avec les caractéristiques des migrants. Dans ce domaine, des efforts doivent être réalisés pour mieux utiliser les compétences des migrants et adapter les systèmes de gestion des migrations de travail aux besoins des employeurs.

This report includes changes to the definition of permanent establishment in the OECD Model Tax Convention that will address strategies used to avoid having a taxable presence in a country under tax treaties. These changes will ensure that where the activities that an intermediary exercises in a country are intended to result in the regular conclusion of contracts to be performed by a foreign enterprise, that enterprise will be considered to have a taxable presence in that country unless the intermediary is performing these activities in the course of an independent business. The changes will also restrict the application of a number of exceptions to the definition of permanent establishment to activities that are preparatory or auxiliary nature and will ensure that it is not possible to take advantage of these exceptions by the fragmentation of a cohesive operating business into several small operations ; they will also address situations where the exception applicable to construction sites is circumvented through the splitting-up contracts between closely related enterprises.

The Missing Entrepreneurs 2015 is the third edition in a series of annual reports that provide data and policy analysis on inclusive entrepreneurship. Inclusive entrepreneurship involves business start-up and self-employment activities that contribute to social inclusion as well as to economic growth, covering entrepreneurship activities by social groups such as youth, women, seniors, immigrants and the unemployed. The report contains data on the scale and scope of entrepreneurship and self-employment activities across EU Member States by social target groups, as well as the barriers they face. The report also contains special thematic chapters on supporting growth for entrepreneurs from disadvantaged and under-represented groups, effective coaching and mentoring, and the role of public procurement in supporting inclusive entrepreneurship. Each thematic chapter discusses current policy issues and challenges, and makes recommendations for EU policy makers. The report also provides inspiring policy-practice examples from each of the 28 EU Members.

L'édition 2012 des Comptes nationaux des pays de l'OCDE : Volume IV, Comptes des administrations publiques est une publication annuelle de l'OCDE, consacrée aux finances publiques et basée sur le Système de Comptabilité Nationale 1993 (SCN 1993) pour tous les pays sauf l'Australie, du Canada, d'Israël, du Mexique et des États-Unis (SCN 2008). La publication comprend des tableaux avec les agrégats et les soldes des administrations publiques pour les comptes de production, de revenu et les comptes financiers. Elle comprend également les recettes détaillées d'impôts et de cotisations sociales ainsi que la ventilation des dépenses des administrations publiques par fonction, selon la classification harmonisée au niveau international CFAP. The New International Airport of Mexico City (NAICM) should position Mexico as a regional hub and improve its competitiveness. It is scheduled to be operational in 2020 in answer to the pressing need for the expansion of the city's airport capabilities. The airport, whose construction is managed by a state-owned entity (GACM), is currently the largest Mexican infrastructure project.A project of this magnitude requires tailored strategic frameworks and actions in several policy areas. Building on international experience, this report provides a comprehensive assessment, and analysis and recommendations in four key dimensions contributing to the effective delivery of large infrastructure projects: governance, procurement, integrity and communication.

L'amélioration de la performance environnementale de l'agriculture est une prioritédans les pays de l'OCDE. Mais la mesure et l'évaluation de l'impact des politiques agroenvironnementales sur l'environnement peuvent représenter un défi puisqu'elles nécessitent de lier des modèleséconomiques et biophysiques dans le contexte propreàchaque pays.  

L'OCDE a développéle modèle simplifiéd'impact des politiques agroenvironnementales (Stylised Agri-environmental Policy Impact Model- SAPIM), qui peutêtre adaptéet appliquépar les chercheurs et les décideurs pour mieux comprendre les répercussions des mesures de politique sur la situation agroenvironnementale de leur pays.  

Ce rapport applique le modèleàdes exploitations agricoles représentatives auxÉtats-Unis, en Finlande, au Japon et en Suisse. Ces pays se caractérisent par une large gamme d'objectifs, de mesures de politique et de situations agroenvironnementales. Les résultats mettent enévidence que lorsque les externalités environnementales positives ou négatives ne sont pas prises en compte par les exploitants agricoles, alors les choix de production par les exploitants agricoles reflètent les coûts et avantages privés. Les politiques sont susceptibles d'accroître le bien-être social en prenant en compte ces externalités. 

Ce rapport observe que, d'une manière générale, la diversitédes situations d'un secteuràl'autre et d'un paysàl'autre rend difficile la généralisation de l'impact des politiques agroenvironnementales au-delàdes situations modélisées. Cependant, il en ressort des messages plus généraux pour l'action des pouvoirs publics. En s'appuyant sur les quatreétudes de cas examinées, ce rapport recommande que les activités polluantes qui ne sont pas réglementées soient prises en considération lors de la conception des mesures ; il préconise de prendre en compte le contexte général de l'action des pouvoirs publics lors de l'évaluation des politiques agroenvironnementales ; et de reconnaître leurs co-avantages et leurs inconvénients pour l'environnement.  

Les politiques en faveur de la croissance verte peuvent stimuler la croissanceéconomique tout en empêchant la dégradation de l'environnement, la perte de biodiversitéet la surexploitation des ressources naturelles. Les conclusions de ce rapport contribuerontàla Stratégie pour une croissance verteélaborée par l'OCDE, qui servira de guide pratique pour les pouvoirs publics désireux d'exploiter tout le potentiel d'une croissance plus respectueuse de l'environnement.

Les liens entre les politiques agricoles et leurs effets sur l'environnement - Le modèle simplifié d'impact des politiques agroenvironnementales de l'OCDE

Produced by the International Social Science Council (ISSC) and UNESCO, and published by the OECD, the 2013 World Social Science Report represents a comprehensive overview of the field gathering the thoughts and expertise of hundreds of social scientists from around the world. This edition focuses on the transformative role of the social sciences in confronting climate and broader processes of environmental change, and in addressing priority problems from energy and water, biodiversity and land use, to urbanisation, migration and education. The report includes 100 articles written by 150 authors from 41 countries all over the world. Authors represent some 24 disciplines, mainly in the social sciences. The contributions highlight the central importance of social science knowledge for environmental change research, as a means of understanding changing environments in terms of social processes and as framework for finding concrete solutions towards sustainability.
