The Education Policy Outlook is designed to help education policy makers with reform choices. It addresses the need for improvement in education in a comparative manner, while taking into account the importance of national context. Through a review of different countries’ experiences in implementing education reform, the publication offers directions and strategies to facilitate future changes. Given different national contexts, individual countries’ reform challenges cannot be simply transposed into a different country or system. Nevertheless, countries face many similar challenges and implement reforms in similar areas. The 2015 edition of the Education Policy Outlook provides a comparative review of policy trends. It explores specific reforms adopted across the OECD over the past seven years to help countries learn from one another and choose the reforms best adapted to their needs and context. The Education Policy Outlook will be of interest to policy makers, analysts and education practitioners alike.

Education Policy Outlook 2015 : Making Reforms Happen

The Global Forum on Transparency and Exchange of Information for Tax Purposes is the multilateral framework within which work in the area of tax transparency and exchange of information is carried out by over 100 jurisdictions which participate in the work of the Global Forum on an equal footing. 

The Global Forum is charged with in-depth monitoring and peer review of the implementation of the standards of transparency and exchange of information for tax purposes.  These standards are primarily reflected in the 2002 OECD Model Agreement on Exchange of Information on Tax Matters and its commentary, and in Article 26 of the OECD Model Tax Convention on Income and on Capital and its commentary as updated in 2004, which has been incorporated in the UN Model Tax Convention.  

The standards provide for international exchange on request of foreseeably relevant information for the administration or enforcement of the domestic tax laws of a requesting party. "Fishing expeditions" are not authorised, but all foreseeably relevant information must be provided, including bank information and information held by fiduciaries, regardless of the existence of a domestic tax interest or the application of a dual criminality standard.

All members of the Global Forum, as well as jurisdictions identified by the Global Forum as relevant to its work, are being reviewed. This process is undertaken in two phases. Phase 1 reviews assess the quality of a jurisdiction's legal and regulatory framework for the exchange of information, while Phase 2 reviews look at the practical implementation of that framework.  Some Global Forum members are undergoing combined - Phase 1 plus Phase 2 - reviews. The ultimate goal is to help jurisdictions to effectively implement the international standards of transparency and exchange of information for tax purposes. 

All review reports are published once approved by the Global Forum and they thus represent agreed Global Forum reports.

All on Board : Making Inclusive Growth Happen puts forth a new approach to economic growth that goes beyond traditional monetary indicators and includes dimensions that reflect people's well-being. It introduces an analytical framework to assess economic growth based on a measurement of multidimensional living standards. The report also presents win-win policies that can deliver stronger growth and greater inclusiveness in areas such as: macroeconomic policies, labour market policies, education and skills, infrastructure and public services and development and urban policies. It underscores the need to assess and weigh trade-offs and complementarities between and among policies, and the crucial role of good governance in implementing an Inclusive Growth agenda.

This book presents a comprehensive review of health care quality in Norway. It finds that Norway has an impressive and comprehensive health system, which is the result of sustained commitment to providing health care for the whole Norwegian population, investment in the health system, and readiness to make changes to drive improvements. On most indicators Norway’s health system appears to be performing well, although there is some room for improvement. There have been a number of significant health care reforms in Norway over the last decade, most recently the Coordination Reform, which took effect in January 2012. Broadly this is a positive story, but challenges do lie ahead for Norway. Norway is putting in place measures to respond to these challenges, notably with the 2012 Coordination Reform, but still has some way to go before the fruits of such labour are truly felt across the health system. Norway’s ambitious reform agenda must now be balanced by structured efforts ‘on the ground’. Attention should now turn to putting in place appropriate data infrastructures, promoting meaningful engagement between key stakeholders, and by balancing a generous health budget that allows for important investments in developing new structures and services with attention to getting the most out of existing services.

Norway 2014 OECD reviews of health care quality

This report reviews the rationales offered by national governments for including or maintaining certain corporate assets in state ownership. Drawing from responses from 24 countries to a questionnaire based on the OECD Guidelines on Corporate Governance of State-Owned Enterprises (the " Guidelines "), the report aims to provide guidance to authorities seeking to reform or review their ownership policies. It does so, first, by providing provides an inventory of national practices regarding the application of the Guidelines recommendation that governments should develop and issue an ownership policy that defines the overall objectives of state ownership, the state's role in the corporate governance of state-owned enterprises (SOEs), and how it will implement its ownership policy. Second, the report illustrates how the state enterprise ownership policy is applied in situations where new SOEs are created, or when the state decides to terminate its enterprise ownership. The report was reviewed by the OECD Working Party on State Ownership and Privatisation Practices, which oversees implementation of the Guidelines, and is current as of October 2014.

Les Perspectives des transports du FIT présentent une analyse des scénarios possibles à long terme ainsi que des statistiques sur les tendances récemment observées dans le domaine des transports. On y recense les déterminants des évolutions passées et ceux des tendances envisageables pour l'avenir, et étudie leur intérêt pour l'élaboration des politiques. De même, on expose les facteurs susceptibles de tirer à la baisse ou à la hausse l'offre et la demande de services de transport et analyse leur incidence potentielle. La présente édition porte sur les scénarios d'évolution des volumes de transport à l'échelle mondiale à l'horizon 2050. L'analyse présentée met en évidence l'incidence qu'aurait chacun de ces scénarios sur la croissance mondiale des flux de fret et de voyageurs, ainsi que les conséquences que l'urbanisation rapide observée hors de la zone OCDE devrait avoir sur l'ensemble des volumes de transport et des émissions de CO2. Elle est complétée par une étude de cas sur les transports urbains en Amérique latine, qui passe en revue les caractéristiques du développement urbain et leurs effets à long terme sur la mobilité urbaine, la répartition modale et les émissions de CO2 dans le monde en développement.
