Cette publication analyse les tendances récentes des mouvements et des politiques migratoires dans les pays de l'OCDE et dans quelques pays non-membres. Elle couvre les migrations de travail, qu'il s'agisse des travailleurs hautement qualifiés et de ceux moins qualifiés, des travailleurs temporaires et des travailleurs permanent, aussi bien que desétudiants. Trois chapîtres speciaux figurent aussi dans cette publication : un sur le cinquantième anniversaire de l'OCDE et l'apport du SOPEMI dans le domaine des migrations internationales, un autre sur l'entreprenariat des immigrés, et un troisième sur les migrations en Israël.

Developing economies continue to grow faster than more advanced countries. Non-OECD countries´ share in world GDP surpassed that of OECD countries in 2010. Since its first edition in 2010, the annual Perspectives on Global Development has investigated the trends in "shifting wealth", the increasing economic weight of developing countries in the world economy. "Shifting wealth" has received a boost through the rise of China, which has also led to positive spillover effects on developing economies that supply China´s demand for resource-based products and intermediates. However, even at their higher rates of growth since 2000, the per capita incomes in developing countries - including many middle-income countries - will not reach the levels of developed countries by 2050. Boosting productivity growth in middle-income countries could stem this trend and is the focus of this report. At the same time, this growth needs to be inclusive so a real convergence in living standards can take place.

Tackling mental ill-health of the working-age population is becoming a key issue for labour market and social policies in OECD countries. OECD governments increasingly recognise that policy has a major role to play in keeping people with mental ill-health in employment or bringing those outside of the labour market back to it, and in preventing mental illness. This report on the Netherlands is the seventh in a series of reports looking at how the broader education, health, social and labour market policy challenges identified in Sick on the Job ? Myths and Realities about Mental Health and Work (OECD, 2012) are being tackled in a number of OECD countries.

Access to finance represents one of the most significant challenges for entrepreneurs and for the creation, survival and growth of small businesses. As governments address this challenge, they are running up against a major and longstanding obstacle to policy making: insufficient evidence and data. Better data is needed to understand the financing needs of SMEs and entrepreneurs and to provide the basis for  informed institutional and public policy decisions. 

This first edition of "Financing SMEs and Entrepreneurs:  An OECD Scoreboard" represents a major step in addressing this obstacle by establishing a comprehensive international framework for monitoring SMEs' and entrepreneurs' access to finance over time.  Comprising 18 countries, including  Canada, Chile, Denmark, Finland, France, Hungary, Italy, Korea, the Netherlands, New Zealand, Portugal, Slovak Republic, Slovenia, Sweden, Switzerland, Thailand, the United Kingdom and the United States, the Scoreboard presents data for a number of debt, equity and financing framework condition indicators. Taken together, they provide governments and other stakeholders with a tool to understand SMEs' financing needs, to support the design and evaluation of policy measures and to monitor the implications of financial reforms on SMEs' access to finance.

This report contains the Phase 2: Global Forum Peer Review of Bahrain, as well as a revised version of the Phase 1 review already released for this country.

The Global Forum on Transparency and Exchange of Information for Tax Purposes is the multilateral framework within which work in the area of tax transparency and exchange of information is carried out by 120 jurisdictions, which participate in the Global Forum on an equal footing. The Global Forum is charged with in-depth monitoring and peer review of the implementation of the international standards of transparency and exchange of information for tax purposes. These standards are primarily reflected in the 2002 OECD Model Agreement on Exchange of Information on Tax Matters and its commentary, and in Article 26 of the OECD Model Tax Convention on Income and on Capital and its commentary as updated in 2004. The standards have also been incorporated into the UN Model Tax Convention.

The standards provide for international exchange on request of foreseeably relevant information for the administration or enforcement of the domestic tax laws of a requesting party. Fishing expeditions are not authorised but all foreseeably relevant information must be provided, including bank information and information held by fiduciaries, regardless of the existence of a domestic tax interest or the application of a dual criminality standard.

All members of the Global Forum, as well as jurisdictions identified by the Global Forum as relevant to its work, are being reviewed. This process is undertaken in two phases. Phase 1 reviews assess the quality of a jurisdiction's legal and regulatory framework for the exchange of information, while Phase 2 reviews look at the practical implementation of that framework. Some Global Forum members are undergoing combined - Phase 1 and Phase 2 - reviews. The Global Forum has also put in place a process for supplementary reports to follow-up on recommendations, as well as for the ongoing monitoring of jurisdictions following the conclusion of a review. The ultimate goal is to help jurisdictions to effectively implement the international standards of transparency and exchange of information for tax purposes.

All review reports are published once approved by the Global Forum and they thus represent agreed Global Forum reports.

This fourth edition of Entrepreneurship at a Glance presents an original collection of indicators for measuring the state of entrepreneurship and its determinants, produced by the OECD-Eurostat Entrepreneurship Indicators Programme. The 2014 edition contains new indicators at the regional level, and a thematic chapter on innovation activities by firms of different size.

This report delivers evidence-based and practical recommendations on how to better support employment and economic development in England. It builds on sub-national data analysis and consultations with local stakeholders in Nottingham and North Nottinghamshire in the East Midlands as well as Hull and Scarborough in Yorkshire and the Humber. It provides a comparative framework to understand the role of the local level in contributing to more and better quality jobs. The report can help national and local policy makers in England and the UK build effective and sustainable partnerships at the local level, which join-up efforts and achieve stronger outcomes across employment, training, and economic development policies. Co-ordinated policies can help workers find suitable jobs, while also stimulating entrepreneurship and productivity, which increases the quality of life and prosperity within a community as well as throughout the country.
