This review underlines some important points of strength with respect to Italian SMEs and entrepreneurship, notably for medium-sized firms that very often excel in their market niches, have a strong propensity to business collaboration, as well as favourable access to finance. The review also looks at the challenges that lie ahead for Italy, hard hit by the global economic crisis, notably among micro and small firms. Recovery will mean, among other things, removing barriers to business growth, streamlining the complexity of the Italian tax system, and opening the business environment to competition, foreign direct investment and equity financing, as well as improving training and workforce skills.

Cet ouvrage décrit la dynamique récente du marché et dresse un panorama de la mondialisation du secteur des technologies de l'information et des communications (TIC) ainsi que de la progression de l'approvisionnement international que favorisent ces technologies. Il analyse le développement et les incidences des cyberprocessus d'entreprise et décrit l'évolution des secteurs fournisseurs de biens et de services liés aux TI. While access to schooling has expanded around the world, many countries have not realised the hoped-for improvements in economic and social well-being. Access to education by itself is an incomplete goal for development ; many students leave the education system without basic proficiency in literacy and numeracy. As the world coalesces around new sustainable development targets towards 2030, the focus in education is shifting towards access and quality. Using projections based on data from the OECD Programme for International Student Assessment (PISA) and other international student assessments, this report offers a glimpse of the stunning economic and social benefits that all countries, regardless of their national wealth, stand to gain if they ensure that every child not only has access to education but, through that education, acquires at least the baseline level of skills needed to participate fully in society.

Ce rapport présente les premiers résultats comparables à l'échelle internationale de l'enquête 2003 du Programme international de l'OCDE pour le suivi des acquis des élèves (PISA), qui porte sur le niveau des élèves de 15 ans en lecture, en mathématiques et en sciences dans 25 pays de l'OCDE. Cette année, l'accent a été mis sur les mathématiques. Il ne se limite pas à indiquer le classement relatif des pays en matière de culture mathématique, de compréhension de l'écrit et de culture scientifique. Il étudie également un large éventail d'aspects éducatifs tels que la motivation des élèves à l'idée d'apprendre, l'image qu'ils ont d'eux-mêmes et les stratégies d'apprentissage qu'ils privilégient. En 2002, les exportations de textiles et de vêtements se sont élevées à 350 milliards USD et ont représenté 5.6 pour cent des exportations totales de marchandises. The Global Forum on Transparency and Exchange of Information for Tax Purposes is the multilateral framework within which work in the area of tax transparency and exchange of information is carried out by 120 jurisdictions, which participate in the Global Forum on an equal footing.

The Global Forum is charged with in-depth monitoring and peer review of the implementation of the international standards of transparency and exchange of information for tax purposes. These standards are primarily reflected in the 2002 OECD Model Agreement on Exchange of Information on Tax Matters and its commentary, and in Article 26 of the OECD Model Tax Convention on Income and on Capital and its commentary as updated in 2004. The standards have also been incorporated into the UN Model Tax Convention.

The standards provide for international exchange on request of foreseeably relevant information for the administration or enforcement of the domestic tax laws of a requesting party. Fishing expeditions are not authorised but all foreseeably relevant information must be provided, including bank information and information held by fiduciaries, regardless of the existence of a domestic tax interest or the application of a dual criminality standard.

All members of the Global Forum, as well as jurisdictions identified by the Global Forum as relevant to its work, are being reviewed. This process is undertaken in two phases. Phase 1 reviews assess the quality of a jurisdiction's legal and regulatory framework for the exchange of information, while Phase 2 reviews look at the practical implementation of that framework. Some Global Forum members are undergoing combined - Phase 1 and Phase 2 - reviews. The Global Forum has also put in place a process for supplementary reports to follow-up on recommendations, as well as for the ongoing monitoring of jurisdictions following the conclusion of a review. The ultimate goal is to help jurisdictions to effectively implement the international standards of transparency and exchange of information for tax purposes.

Italy 2013 - Global forum on transparency and exchange of information

China needs a new model of urbanisation to match the shift to a new model of growth. For decades, both urbanisation and growth have been based on robust export demand, cheap labour, cheap land and artificially low pricing of environmental externalities. None of these can support growth or urban development in the future. This review examines the major challenges associated with the shift to a new model of urbanisation, looking at a range such issues as social and labour-market policies, land use and transport planning, urban planning, urban governance and public finance. The review presents a new assessment of China's major cities, which defines functional urban areas based on settlement patterns and commuting zones rather than cities defined as administrative units. The results show, among other things, that China has many more mega-cities, with populations above 10 million, than the official data suggest. The good news for China is that the reforms needed to foster what the authorities call "people-centred urbanisation", while complex, are coherent with one another and supportive of the broader shift to a growth model that relies more on domestic demand and productivity growth.
