The Fisheries Manager's Handbook is a compilation of OECD work designed to aid policy makers develop and implement good policies and management tools in fisheries. Drawing upon years of OECD research, it demonstrates how an open policy design process with clear objectives, using market-based instruments and focussed on effective stock management can benefit all those involved in or concerned about the fisheries sector. Of interest not only to policy makers, it will provides a useful guide to NGOs and other interested parties on the principles and processes of good policy design.

Peru has experienced significant improvements in growth, well-being and poverty reduction since the introduction of macroeconomic reforms, economic openness and more effective social programmes in the 1990s. However, the country still faces structural challenges to escape the middle-income trap and consolidate its emerging middle class. This report reviews the main bottlenecks to boost inclusive development and well-being in Peru. These include education and skills, the labour market, innovation, transport infrastructure and logistics, governance and trust in institutions. These dimensions have considerable implications for levels of productivity, inequalities and labour informality in Peru.

Toute personne aspire à une bonne vie. Mais que signifie « une bonne ou une meilleure vie » ? Ce rapport examine les aspects les plus importants qui façonnent le bien-être et la vie des gens : le revenu, l'emploi, le logement, la santé, le travail et l'équilibre vie professionnelle-vie privée, l'éducation, les liens sociaux, l'engagement civique et la gouvernance, l'environnement, la sécurité personnelle et le bien-être subjectif. Il brosse un tableau complet du bien-être dans les pays de l'OCDE et dans d'autres grandes économies, en observant les conditions de vie matérielle et la qualité de vie des personnes à travers la population. Le rapport répond à la fois aux besoins des citoyens pour une meilleure information sur le bien-être et à ceux des décideurs en donnant une image plus précise du progrès sociétal.

Le rapport constate que le bien-être a augmenté en moyenne au cours des quinze dernières années : les gens sont plus riches et plus susceptibles d'être employés ; ils bénéficient de conditions de logements de meilleure qualité et sont exposés à des niveaux de pollution inférieurs ; ils vivent plus longtemps et sont plus instruits ; ils sont également exposés à moins de crimes. Mais les différences entre pays sont importantes. Par ailleurs, certains groupes de la population, en particulier les personnes moins éduquées et à faible revenu, ont tendance à moins bien s'en tirer dans toutes les dimensions du bien-être considérées dans ce rapport : par exemple, ils vivent moins longtemps et rapportent plus de problèmes de santé ; leurs enfants obtiennent de résultats scolaires moins bons ; ils participent moins à des activités politiques ; en cas de besoin, ils ont moins de réseaux sociaux sur lesquels s'appuyer ; ils sont plus exposés à la criminalité et à la pollution ; ils ont tendance àêtre moins satisfaits avec leur vie en général que les personnes plus instruites ou plus riches.

Comment va la vie? s'inscrit dans le cadre de l'Initiative Vie meilleure de l'OCDE, lancée par l'Organisation à l'occasion de son 50ème anniversaire. L'Initiative Vie meilleure de l'OCDE vise à promouvoir de « meilleures politiques pour une vie meilleure », s'inscrivant ainsi dans la mission globale de l'OCDE. This 2015 OECD report on fragility contributes to the broader debate to define and implement post-2015 Sustainable Development Goals (SDGs). It points out that addressing fragility in the new framework will be crucial if strides in reducing poverty are to be made. It argues in favour of proposed SDG 16 - promoting peaceful and inclusive societies - which aims to reduce violence of all forms. The 2015 report differs markedly from previous editions as it seeks to present a new understanding of fragility beyond fragile states. It assesses fragility as an issue of universal character that can affect all countries, not only those traditionally considered "fragile" or conflict-affected. To do so, it takes three indicators related to targets of SDG 16 and two from the wider SDG framework : violence, access to justice, accountable and inclusive institutions, economic inclusion and stability, and capacities to prevent and adapt to social, economic and environmental shocks and disasters. It applies them to all countries worldwide, and identifies the 50 most vulnerable ones in all five dimensions. The group of countries most challenged on all five fronts differs little from the traditional list of fragile states and economies. Still, several middle-income countries with disproportionately high levels of crime-related violence, sub-national conflict or poor access to justice move into the spotlight. The report concludes that making headway on the targets will require building a new portfolio of tools and interventions, and an understanding of the role the international community should and can play in assisting this process.

The Global Forum on Transparency and Exchange of Information for Tax Purposes is the multilateral framework within which work in the area of tax transparency and exchange of information is carried out by 120 jurisdictions, which participate in the Global Forum on an equal footing.

The Global Forum is charged with in-depth monitoring and peer review of the implementation of the international standards of transparency and exchange of information for tax purposes. These standards are primarily reflected in the 2002 OECD Model Agreement on Exchange of Information on Tax Matters and its commentary, and in Article 26 of the OECD Model Tax Convention on Income and on Capital and its commentary as updated in 2004. The standards have also been incorporated into the UN Model Tax Convention.

The standards provide for international exchange on request of foreseeably relevant information for the administration or enforcement of the domestic tax laws of a requesting party. Fishing expeditions are not authorised but all foreseeably relevant information must be provided, including bank information and information held by fiduciaries, regardless of the existence of a domestic tax interest or the application of a dual criminality standard.

All members of the Global Forum, as well as jurisdictions identified by the Global Forum as relevant to its work, are being reviewed. This process is undertaken in two phases. Phase 1 reviews assess the quality of a jurisdiction's legal and regulatory framework for the exchange of information, while Phase 2 reviews look at the practical implementation of that framework. Some Global Forum members are undergoing combined - Phase 1 and Phase 2 - reviews. The Global Forum has also put in place a process for supplementary reports to follow-up on recommendations, as well as for the ongoing monitoring of jurisdictions following the conclusion of a review. The ultimate goal is to help jurisdictions to effectively implement the international standards of transparency and exchange of information for tax purposes.

All review reports are published once approved by the Global Forum and they thus represent agreed Global Forum reports.
